FAQs
Why should I vote for HOA Board members?
Voting for HOA board members is important because these individuals make decisions that directly affect your community's quality of life, property values, and overall environment. Here are a few reasons why you should vote:
Representation: Board members make decisions on behalf of all homeowners. Voting ensures your interests and concerns are represented.
Community Development: Elected members influence policies that affect the neighborhood, such as maintenance, amenities, and future improvements.
Accountability: Voting helps ensure that board members are held accountable for their actions and decisions. It allows you to choose people who align with your values for how the community should be managed.
Financial Impact: Board members decide on budgets and fees, which can directly impact your monthly HOA quarterly assessments and the community’s financial health.
Voice in Governance: Voting gives you a direct role in shaping how your community is run, helping maintain a desirable living environment.
By voting, you can have a say in the direction the HOA takes and contribute to creating a better place to live.
Why vote for Nona Tobin?
Nona is firm in her commitment to stand up for the people within our community and revitalize SCA through a seat on the HOA Board. As a Homeowner Advocate, she champions bringing justice, providing volunteer opportunities to community members, and making fitness sessions more accessible to members – these are all part of Nona's three crucial pillars.
I am unaware of HOA wasteful spending. What’s going on?
The assessments never went over $1,100/year from 2006 until 2016 while FirstService Residential, Nevada, LLC (formerly RMI Management, LLC) managed SCA on a contract.
2007. $1,100
2008 $ 960
2009 $ 960
2010 $. 960
2011 $1,000
2012 $ 900
2013 $ 900
2014 $ 1,100
2015 $ 1,100
2016 $ 1,100. SCA became self-managed on 4/1/16
2017 $ 1,210
2018 $ 1,210
2019 $ 1,210
2020. $ 1,210
2021 $ 1,204
2022 $ 1,324
2023 $ 1,656
2024 $ 1,740
2025 $ 1,786
The 2017 10% increase to assessments was wasteful in Nona's opinion partially because it was needed to fund cover too many managers making too much money and to pay attorney fees for an attorney that exerted too much control over the board that he ill-advised to violate the law and the directors' fiduciary duty.
Here are the annual amounts spent on attorney fees from 2016 to 2025 under the self-management transition. Note Adam Clarkson was hired in mid-2017, and in 2017 he billed SCA $40,000 to write me illegal cease and desist letters (telling me not to question Seddon's salary and to unlawfully kick me off the board in retaliation for my filing complaints against him, Seddon, and the Board.
Fees grew wildly by the Board's improper use of attorneys
2016. $ 72,000
2017. $ 90,000
2018 $195,000
2019 $ 250,000
2020 $ 225,000
2021 $ 200,000
2022 $ 225,000
2023 $ 200,000
2024 $ 175,000
2025 $ 262,200
2017 actual legal costs were $295K vs. $90K budget
An excerpt from a blog Nona wrote on SCAstrong.com shortly after she was unlawfully removed is quoted below. This blog, about how attorney Clarkson opined that the GM did not have to be constrained by the budget shows how the budgeted figures do not tell the owners an accurate story of whose pocket our money goes into.
"The huge amount of money spent on legal fees is a big concern. That the attorney is representing the wrong client is an even bigger problem.
The larger concern is that the GM is using the attorney for her benefit and not for the benefit of the owners. The attorney is facilitating this by falsely claiming that the GM does not have to be constrained by the budget. The quid pro quo of that arrangement is that the GM authorizes the attorney to just keep spending, and he has to the tune of triple the budget.
The largest negative variance in the report is the amount spent on professional fees for 2017, $499,604 vs the budgeted amount of $198,000. Within this category, legal expenses were $294,924 vs the budgeted amount of $90,000."
Just so you know, while only $40K went to Clarkson for writing Nona illegal cease and desist letters and a notice declaring her seat was vacant by operation of law, another $100K went to Clarkson not enforcinga previous debt collection contract indemnification provision, signed by the prior managing agent FSR dba Red Rock Financial Services in 2012, that required Red Rock to hold the HOA harmless if SCA was ever sued for Red Rock's alleged wrongdoing which Nona was forced to file because SCA attorneys rejected her offer to the Board that would have have resolved her complaint at no cost to the HOA or to her before she was elected to the Board in 2017.
2016 to 2025 SCA Budgets unfairly conceal important information
The salaries of employees and professional services contracts should be accessible to homeowners.
How will you bring accountability to the board?
As a 21-year SCA homeowner, I advocate for fair, honest, and transparent HOA governance that allows every homeowner to be as involved and informed as they choose to be. Homeowners must hold the Board accountable for its actions and we can't do that if the board meets in closed meetings and nationally obfuscates and conceals the decisions made when owners are not allowed to be present.
Now that Adam Clarkson is gone, I am finally allowed to run for the Board after my applications were unlawfully rejected for seven years.
The unlawful "vetting" process that gave Clarkson veto power over eligible owners being allowed to run for the Board must be removed from now on.
The attorney attending improper monthly scheduled closed sessions and agenda reviews must be stopped immediately.
We can hold the Board and each member accountable if everyone of us is given notice of every meeting of the Board by an agenda that articulates exactly what is going to be discussed and decided on that day.
I am passionate about this because I am severely unfairly damaged by the SCA Board making decisions to sanction me in closed meetings where I was not given notice or opportunity to defend myself or my property.
I will do everything in my power to uphold accountability by being transparent and honest with all SCA owners. You can trust me. I will tell you nothing I could not truthfully say under oath.

How am I being deprived from fitness classes in SCA?
I have seen that for many residents, the current fitness structure is too costly to participate in a meaningful way. The program was sustainable at $2/class or monthly pass for unlimited classes that cost $20-$30 dollars. But when the board analyzed the cost during COVID-19, they were incorrect in increasing classes to $4 and taking away the unlimited classes. We should bring back the good parts and have a fitness committee oversee it and make sure that fitness instructors oversee this program. Previous boards did not care about fitness, and a much bigger need in our community has been ignored. We need to offer classes to help those with degenerate diseases and sports injuries. This would help immensely to our community members and add value to the general wellness of the community.
Why was Nona removed from the HOA Board in 2017?
I was illegally removed from the board because:
I objected to the manager’s, attorney’s and other Board members violations of state laws and our HOAs governing documents, and
I spoke out about their harassment of me as an elected member of the Board, and
I spoke out about their interference with owners’ right to circulate petitions to call for:
Removal elections against four of the other Board members (Rex Weddle, Bob Burch, Aletta Waterhouse, and Tom Nissan), and
A vote of no confidence against General Manager Sandy Seddon.

My notice of intent to file an Intervention Affidavit (Form 530) with the Ombudsman against the six other members of the Board, the General Manager and the attorney for harassment and retaliation
My notice of intent to file a Complaint (Form 514a) against the community managers
My notice of intent to file a defamation and harassment complaint against David Berman (NRS 200.560 and NRS 116.31184)
I have chronicled my experiences on SCAstrong.com with category dedicated to the Removal Election.
How will free fitness classes improve the community?
By offering more community engagement we bring unity to our community. By offering various fitness classes, training, and volunteer opportunities, we also offer opportunities for community engagement: to come together, meet new people, and have new experiences.
How will you bring more transparency to the board?
I will shine a light on the board activities and honestly communicate with the community members. I will be a vocal advocate for all board meetings being open and accessible, and closed meetings only happen when absolutely required by bylaws and/or the NRS. This will allow you to have your rights as an HOA homeowner and continue to have a trusting relationship between the homeowners and Board members.

Thank you for your support!
What’s your position on the restaurant?
I support going back to having the clubs operate the morning coffee service on the days that Masterpiece Cuisine is not there. I support keeping Masterpiece Cuisine on the part-time schedule, but not to expand to control the space every day as a full-service restaurant. I do not support a long-term commitment to a business model that has not been successful here in the past, i.e. having a vendor that can only profit by an owner subsidy. I would rather have a wholly-owned subsidiary control the space under an operating Board that is different from the SCA Board and who could develop plans for maximizing the value of the space for the owners and the clubs.
What happened when SCA refused to settle in 2017?
Nona lost a $500,000 house,
$100,000 in rent was collected by Joel and Sandra Stokes,
$60,000 was due from Red Rock, Joel and Sandra Stokes made a 600,000% profit after buying Nona's house for $1.
Sun City Anthem owners paid over $100,000 to defend Red Rock for secretly selling a dozen homes including 2763 White Sage.
Nona spent over 5,000 frustrating hours in litigation.
Nona's attorney's fees accrued to hundreds of thousands of dollars with more than 50% of billable hours outstanding.
Sun City Anthem owners paid over $100,000 in attorney's fees to remove Nona from the HOA board.
Nation Star collected $389,000 without foreclosing by barring Nona from the title fight and settling out of court with Joel and Sandra Stokes, and
the HOA gained nothing as it had no stake in the title fight.

Why do I need to know what happened to Nona?
Because it can happen to you. This is why I am running for the board - to help protect owner rights.
How am I being deprived of volunteer, social and fitness opportunities?
There are many volunteer opportunities that have been taken away and given to paid contractors, such as restaurant work and fitness classes. By introducing more volunteer opportunities, it will help increase socialization of those in the community.
